POSITION SUMMARY / EXPERIENCE REQUIRED  

 

The Procurement Specialist will be responsible for ensuring that products, materials, services, equipment and/or subcontractors are provided to schedule and according to budget. This position plays a crucial role in ensuring that construction contracts maintain profitable, and that the most cost-effective materials are used to lower outlays. Seeks quotes on prices and availability of materials from a variety of suppliers and manage and report on the accumulative cost of all new purchases. As well as assuring that all materials comply with health and safety guidelines, and that the project manager and/or estimator is fully briefed on the cost of materials.

KEY RESPONSIBILITIES

  • Procures materials and subcontracts from qualified vendors and subcontractors.
  • Confers with project managers, users and vendors to discuss defective or unacceptable goods or service and determine corrective action.
  • Leverages vendors/subcontractors across multiple procurements to create cost savings to project(s).
  • Researches and evaluates suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities and the supplier’s reputation and history.
  • Assists Operations in creating the general and special conditions, safety responsibilities and scope requisitions for each project to ensure that the scope, schedule, insurance and bonding requirements are clearly defined.
  • Examines the plans and specifications for any deficiencies, construction issues, and technical questions and refer any findings to the project managers.
  • Negotiates scope, price, and subcontract terms with vendors and subcontractors through subcontract award.
  • Issues recommendations for approval of subcontractors/vendors and any awards to such subcontractors/vendors to client and/or project team.
  • Prepares and issues subcontracts or oversee process and follows up for timely execution of the subcontracts, observes receipt of insurance certificates and any other project specific items that must be submitted to complete the subcontract process.
  • Assist Project Managers to monitor shipments to ensure goods come in on time and resolve problems related to undelivered goods.
  • In conjunction with the project teams, develops, executes, and monitors risk management plans where/when required.
  • Resolves issues with regard to any disputes relating to scope of work and change orders.

SKILL FACTORS

  • Bachelor’s Degree with major coursework in construction management, business administration, engineering, supply chain management or a related field is preferred.
  • Five (5) years of industrial construction purchasing experience. Project management and/or estimating experience is beneficial but not required.
  • Communication Skills - Strong written and verbal communication skills.
  • Negotiation Skills – Demonstrable experience in negotiating prices and terms and conditions.
  • Interpersonal Skills – Are a basic requirement considering that this position works closely with the Operations Team Members, vendors, subcontractors and other involved parties.

  • Technical Skills – Knowledge of market research, data analysis, purchasing best practices and the technical aspects of construction.

 KNOWLEDGE & WORK EXPERIENCE 

  • Heavy construction/ highway/ bridge work construction/ rehabilitation projects
  • Preferably have NYC DDC/ or comparable agency utility estimate experience. Take care of mainly utility/ site work estimates from DDC and/ or other companies
  • Substructure/ superstructure cast in place and precast concrete
  • Utility work including Storm drainage, sanitary sewer and water main work.
  • All cut/ fill, milling, concrete & asphalt paving, site improvements such as concrete sidewalks, curbs.
  • Demolition, site, road and earth work
  • Bridge / Deck replacements/ temporary structures
  • Structural steel erection
  • Capable of doing takeoff and pricing efficiently in a thorough manner.
  • Robust understanding for all DOT, MTA, Transit, DDC and any other major owners’ Work, specification and payments.
  • Experience in Design Build and Technical proposals are big plus.

SUMMARY OF POSITION

The Director of Business Development will lead the business development efforts and support a sales culture for a region’s business growth plan. This individual will be tasked with supporting the business development plan to reach and establish relationships with high level clients, stakeholders and community partners in the markets we serve. The Director must be a flexible and adaptable team-player, as well as have strong communication and client service skills. He/she will collaborate and work closely with senior management, operations leaders, preconstruction, and municipalities. This position will report to the President of the company and will develop business in Massachusetts, Rhode Island, New Hampshire and Connecticut markets.  

KNOWLEDGE & WORK EXPERIENCE

RESPONSIBILITIES

  • Implements and enforces the Corporate Health and Safety Program. Initiates and communicates updates to the program as needed.

POSITION DESCRIPTION

  • The Project Safety Manager will partner with the Business Unit EH & Safety Director, Project Executive, Project Manager and Superintendents to ensure project site compliance with Company Environmental, Health & Safety and risk control policies and procedures.
  • Lead, direct and enforce safety on a single construction project or on multiple smaller projects (not to exceed combined total of $40M) within the business unit’s geographic area, based on the safety staffing requirements as defined by Headquarters EH&S.
  • Identify, eliminate and control hazardous conditions that may lead to injury and or property damage using job specific safety standards, best management practices, and the Building L.I.F.E. program.
  • Reports to: Business Unit EH&S Director

PRIMARY RESPONSIBILITIES

  • Build working relationships with project staff and Subcontractor Safety Representatives.
  • Contribute to the development of the overall project safety program.
  • Enforce Safety Program and related policies and procedures and implement immediate corrective actions in accordance with Turner, Federal, State and Local regulations and owner requirements. 
  • Hold pre-construction planning meeting with subcontractors to review overall site safety program and job hazard analysis for their scope of work, and ensure plans are in place to mitigate risks.

QUALIFICATIONS

  • Four-year degree in Occupational Safety and Health, engineering or similar with at least five (5) years of building construction safety experience preferred or equivalent education and experience.
  • A minimum of OSHA 30-hour training, First Aid/CPR/BBP and AED training.
  • Demonstrated knowledge of safety/environmental principles and techniques is required.

PRIMARY RESPONSIBILITIES

  • Primary liaison with owners/architects/engineers for the day-to-day construction activities of the project.
  • Developing and implementing overall project work schedules identifying the critical path including the expediting of scheduled critical materials and equipment for their timely delivery to site. 
  • Leading, supervising and developing all Company field staff, including providing input on or completing performance appraisals.
